What happens when the voltage across a diode is 0?

I know if the voltage across a diode is +, then the diode turns on, and negative, the diode turns off. What if the voltage difference is 0? meaning the + and - end of the diode are at the same voltage. Is that an on or an off?
by on I mean short circuit and off I mean open circuit.

The same thing that happens when the voltage across any passive component is zero. No voltage across a passive component, no current through it. Simple as that.

Voltage is the cause, current is the effect. Without voltage, there is no current.

Also, the device you described in the above statement is only true for the idealized diode. No real diode enables current to flow through it at such tiny voltages.
