"Transmission impairment" can be caused by various conditions. Physical damage the the tranmission medium can cause this. This can be anything from the severing of a cable, to excessive strain put on a cable. Category 5 cable has guidelines that dictate the bend radii of the cable to ensure maximum thoroghput. A cable that does not adhere to these guidelines can result in the need for retransmission of packets if the cable is severely compromised.
A physically compromised cable will inherently suffer from line noise, but line noise in copper cables can also be caused by RFI and EMI. Fiber optics doesn't have this problem. RFI and EMI can be caused by close proximity to light banks and power lines. This can also lead to cross-talk. While fiber optics don't suffer from these effects, they too have guidelines on bend radii to ensure maximum thoroughput. Failure to adhere to these guidelines can cause retransmission of packets due to packet loss.
