How to test the voltage of a circuit breaker with a voltmeter?

So my GFI circuit is not working and I'm trying to test if the breaker is bad. If you need more background on the situation, check my profile because I've already asked a couple questions on the subject. I bought a multimeter and am trying to use it to test the voltage at the breaker.

So anyway, this voltmeter thing is a piece of cake. Touch the red to red and black to black, and if the needle moves everything is kosher. I open up the breaker box, take off the cover and look at the breaker. One black wire going in and whoops, no red wire.

So now what? How to I check the voltage at the breaker with just one black wire going in? What do I touch the red wire to to test the specific breaker I want.

Matt, I answered one of your other questions. I would turn the breaker off and then go pull the outlet out of the wall with the wires still attached. Turn the breaker back on and test the wires on the outlet to make sure you're getting 110 - 120v's. If you are, the breaker is fine but the outlet is probably bad.

There should be a white wire and black wire on the outlet. Color isn't important. Just put one tab on one side touching either of the two screws and the other tab on the other side on either of those two screws.
