If you want to have the blinking lights on a steady course, all you have to do is flick a switch. If you want the blinking lights to move as if chasing one after the other in one direction, choose another switch; and if you want the lights to move in another direction, just flip another switch and it would immediately move in the opposite direction.

I'm going to sell glow sticks at my local fair/carnival, so what kind of glow sticks would you buy if they were all reasonably priced. I'm trying to decide what I should order to sell.

Seriously, I no longer purchase glow items at fairs, carnivals, or amusement parks ever since I found at that Dollar Tree stores sell them. However, there are plenty of people who do purchase them. First of all, make sure that you will be selling them late at night (after the sun goes down) to make the most money (people have no use for glow items in the day). If there is a fireworks display, start selling them 1-2 hours before the fireworks begin, so that people can prepare themselves for the fireworks.
Now, of the items on your list, here's what will sell and here's what won't:
4 inch glow stick - will sell if they are on a cord that you can hang around your neck.
6 inch glow stick - will sell if they are on a cord that you can hang around your neck.
12 inch glow stick - will usually not sell under any circumstances, too big and bulky to carry around.
15 inch glow stick - will usually not sell under any circumstances, too big and bulky to carry around.
Solid color glow necklace - usually a big seller if it is yellow, red, or blue. Usually green is not a big seller, orange and purple are generally slow sellers as well.
Flashing solid color glow necklace - usually not a big seller because they don't last very long and are expensive.
Red/White/Blue glow necklace - a huge seller during summer months, especially around Fourth Of July, Labor Day, and similar patriotic holidays like Veteran's Day. Also if there is an All American, Support Our Troops, or similar thing, then these are huge sellers!
Red/Green/Blue glow necklace - generally not a big seller, the color combination doesn't work when it comes to glow necklaces.
5 Color Glow Necklace - generally not a big seller, the color combination doesn't work when it comes to glow necklaces.

Solid Color Glow Wristband - generally only a big seller when there is a huge "tween crowd"
Solid Color Glow Wristband 7 pack - generally not a big seller, people usually only want 1 or 2 of each item. Unless they can be broken up for individual sale, sometimes they are more cost effective than individual ones, but they must be wrapped individually to be sold individually.
Flashing Multicolor glow Spike Wristband - generally not a big seller unless you have a high teen/"goth" type population at the event.
