How to knock down Voltage?
In what way would a 28v power supply be knocked down to 20v?
what form of circuitry?
Any power supply to be able to output a fixed known voltage has to have an internal "reference" voltage which is stable & known. The simplist such reference is available by use of a reverse-biased Zener diode. Zener diodes come in various voltage ratings. The output of the supply is then a simple multiple/ divisible of this voltage - as obtained by a resistor divider.
If you can locate such a Voltage reference inside your supply, along with the divider resistors, then you could appropriately change the values of the resistors OR the voltage-ref element (zener?) so that the supply outputs 20v.
If this is NOT an option, then you can setup your own Zener + resistor divider + power transistor/ mosfet to change the voltage externally. You can google images with these keywords to get a circuit.
