It depends on what you mean by a "higher value"

The 4017 chip outputs a DECODED count. That is there are 10 lines, but only one can be high at any time, representing the count.

So, what I assume then is that you want to take two 4017 and have 20 lines and only one of which can be high at any given time.

So if you take the Q9 output of the first 4017 and feed it to the clock input of the second you will get your 20 lines, the problem is that you will need to add a whole bunch of logic to the lines to get only one to turn on at time.

Basically you'd have to feed all 10 output lines of the second 4017 into a NOR-gate. Then use the output of the NOR gate to control each of the 10 outputs of the first 4017 through 10 2-input AND gates.
