You don't need a connection to ground to make the surge protector work. You will want chassis and points of human contact to be grounded to give a place for fault current to go, but the surge protector doesn't need an earth ground to operate. It is a faulty connection to ground that causes the surge protector to trip. A GFI is nice because it referrences the hot current to neutral current, and if there is a few mA difference, it opens the circuit. A circuit breaker needs several amps of fault current to flow before it trips. Good to prevent fires, but won't save lives from electric shock.
